Created on September 1st, 1982, ENAPOR is a public limited company with capital solely owned by the State of Cape Verde.

The company, as the general concessionaire of the ports, is responsible for the administration, management, and economic exploitation of the Ports of Cape Verde, terminals, and port jurisdiction areas, ensuring their conservation, planning, and development. This encompasses the exercise of port authority competencies and prerogatives entrusted to it or that may be assigned to it in the future.

The company’s portfolio includes pilotage, towing, mooring/unmooring, berthing/unberthing, equipment, cargo traffic, warehousing, power and water supply, and bunkering services.

With a presence in all 9 inhabited islands of the country, ENAPOR connects them to each other and to the world through infrastructure that ensures the provision of services with the desired quality and safety.

The challenge

The implementation of an Electronic Stevedoring System at ENAPOR arose from the need to automate stevedoring operations, promoting transparency and optimizing process management at the 9 ports managed by ENAPOR.

Previously, work calls were made manually on-site, resulting in frequent and sometimes unnecessary trips by stevedores to the port. This manual calling process proved to be time-consuming and lacked the ability to confirm the actual presence of stevedores at the port. Additionally, monitoring worker attendance and managing last-minute changes in ship schedules presented challenges, requiring adjustments to allocations.

The solution

With the implementation of the Electronic Stevedoring System, all processes related to stevedoring work were automated. Ubiquity Technology implemented a digital automation platform that integrates directly with ENAPOR’s ERP system, the Single Counter Port System (JUP), and the SMS sending platform of CVTelecom. Stevedoring work requests for loading and unloading goods are now managed automatically.

Ship schedules, types of work, and the necessary teams are known in advance. Stevedores are categorized by type of work, employment status at ENAPOR (permanent or occasional), and availability. Their assignment to stevedoring work is in compliance with current legislation and ensures full compliance with standards. The service also ensures the automatic processing of listings and sending SMS to each worker, preventing them from traveling to the port if they are not scheduled to work on the ships.
